yes. do cardio but also lift heavy weights and eat lots of protein. As long as you keep lifting heavier and heavier, then you are building muscle.

measure your upper arm (bicep/tricep) flexing (bent). Measure forearm flexing but you can flex it without bending--just clutch your hand
