The workout program I outlined for you is the best place to start. Most of the girth of you arms are your triceps. I recommend bar dips, close grip bench press, overhead dumbbell extensions, and skull crushers. For biceps, barbell curls and incline bench db curls.
Here is my current routine:
Mon - Legs
Tue - Back & Biceps
Wed - Cardio/Abs
Thu - Chest, Shoulders, Triceps
Fri - Legs
Sat - Cardio/Abs
Sun - REST
Mon - Back & Biceps
Tue - Chest, Triceps, & Shoudlers

Each chest workout I vary the lift I do but I still only do one exercise. Currently my exercise choices are barbell bench, inclince barbell bench and decline barbell bench. If I didn't have a spot, I would try to move to machines that allowed me similar variation. I'm getting stronger on each of these lifts so I know it is working. Have you ever heard of David Henry .. he's a pro, he does a workout similar to mine.
supplements? well, i'd definitely have some whey (i like isopure 0 carb). other than that, im a bit clueless about supplements, hehe, not my area of expertise, especially for men :) maybe someone else can be more helpful. and no problem at all.
