That's a lot of volume done twice a week. I wouldn't be surprised if your chest is overtrained. Even when I'm working chest (which is one a week), my maximum number of sets is about 10 sets tops. Also, do flat OR decline/dips, you don't need both. Likewise, why the high reps? I'd lower your reps and go heavier, like 8 reps. Hope this helps.
