I crunched a few numbers to answer your question:
You are now at 179 @ 14% = 154 lbs lean muscle (plus bones, etc.)
Your goal is 200 @ 18% = 164 lbs lean muscle
adding @ 2 lbs per week body weight you could reach that by mid April but my guess is that your body fat would be over 18%
To get back down to 5% and keeping the 164 pounds of lean mass, you'd be at 172 pounds and that would take you about 13 weeks, if all goes well--the end of July.

I just looked at your goal and current stats. Why the drop in weight if you are still bulking? Sick? Change of plan?
