for building mass you should be at 70% max 8-12 reps. for building strength 80% max for 4-6 reps and Power 90% max for 1-3 reps. that is the best rule of thumb for what ever your goals might be now and in the future.

If you want to wait that long between sets that should be fine but thats more for what a powerlifter that would be going 90% of max for 2 to 3 reps would wait. You should probably wait 2 minutes. The idea is to bring the muscle to failure. The last set you should barley get the last rep up. 30 pounds in a year, Great Job.
