I am starting a new program. It will consist of a workout every 48 hours. Bench, Leg lifts, curls, shrugs, rowing, and treadmill on my off days for cardio.

That's awesome Bro! I know you can keep it up.I'm doing great. Put in a killer leg, back, and bicep day yesterday. My legs felt like they were going to fall off. When I was born I had to have 90% of my left pec and shoulder muscle removed. The shoulder as also not fully formed so it dislocates really easy.
You're not starting over. Not only do you have less fat and more muscle than you had when you started in 2006, you also have all the knowledge that you gained before hurting your back. You know what to do, how to do it, and - perhaps most importantly - that you can hurt yourself, how to be careful, how to avoid it in the future. It's frustrating to backslide whatever the reason, but it will happen and you can get back on track to make even more progress.
