I'd like to weigh around 205-210. I'm currently 202. I've worked out for MANY years and got up to an all-time heavy weight of 230 lbs, w/ 18" arms and a 36" waist. My thighs were about 26.25 and my calves just under 16". Sad, very sad. My lower body has always been my weakness. I get smaller and smaller as you go down.
My butt is pretty thick and my upper thighs aren't too small, but as you near my lower thighs they shrink too much. My calves are flat out pathetic. Even my 'early-teens' son's ankles measured about 1" bigger than mine, so I have a very small bone structure down there, w/ fairly small wrists.
Here's my measurement goals by the end of Summer 2008(I'm coming back from a 1.5 yr layoff):
Weight: from 202 to 210
Arms: from 16.25 to 17.25
Chest: from 44.25 to 45.25
Waist: from 35 to 34
Thighs: from 24.75 to 26
Calves: from 15.25 to 16
I have a LOT of potential for great abs, but I always seem to be in a bulking phase. I have anorexia in reverse! Even though I need to drop my bodyfat about 4 percentage points, I can't seem to tolerate a shrinking body!!! Even though my bodyfat is clearly too high, I have a good metabolism and can drop weight like nobody's business. Unfortunately, I can also drop muscle. If my bodyfat % got to just 12-13% my abs would be awesome.

Heavy, loose form DB and BB curls for 2 out of 3 workouts and then stricter, isolation workouts 1 of 3 (drag curls, concentration curls).

What tricep workout has worked best for you?
Overhead DB extensions, using 2 DB's at a time. I like pushdowns for higher reps, but when I lower the reps the heavier weight begins to make it awkward because it wants to lift me up.

What calf workout has worked best for you?
Hard, 2-3 second contractions. Hard, long stretches. Little rest between sets (20-30 seconds). Consistency, which usually means every 3 days.
Thanks for the comment. Reading your goals, I seem to be similar with the small calves issue, except it extends to my feet. It sounds very similar only on an extreme scale. Anyway, thanks for the boost!
